Healthcare Roundup Overseas: On digital life insurance and first-in-market instant claims service

Blue, the first digital life insurer in Hong Kong, has announced recently the launch of its WeMedi Top Up (Outpatient) Protector (the “Plan”), a market-first1 top-up outpatient plan in the digital life insurance market to subsidize existing outpatient plans to help customers alleviate the financial burden of medical expenses.

Meanwhile, FWD Hong Kong (“FWD”) has expanded its first-in-market instant claims service on its one-stop FWD Moments mobile app (formerly eServices app) to cover hospitalization claims in addition to personal accident claims. Customers holding designated FWD’s individual medical insurance plans can simply submit their hospitalization claims through FWD Moments to enjoy instant claim review, and select to be paid for approved claims via the Faster Payment System (“FPS”) instantly, at any 7-Eleven convenience stores at MTR stations, or through direct bank transfer.

  • Blue Launches WeMedi Top Up (Outpatient) Protector:  A Digital Life Insurance Market-First Top Up Outpatient Plan

Always keeping customer needs at the forefront, the launch of Blue’s WeMedi Top Up (Outpatient) Protector is in response to the rise of Hong Kong’s doctor consultation fees.

According to HKSAR Government statistics, patients are now paying a median net consultation fee of HK$2602 per consultation made with a private medical practitioner in Hong Kong, potentially adding up to thousands of dollars a year.

The Plan allows customers to top up their existing group or personal outpatient reimbursement insurance plans by other insurers.  Customers can be subsidized for their outstanding medical expenses after being reimbursed by other insurers, helping them to reduce their protection gap.

Mr. Charles Hung, CEO and Executive Director of Blue, stated, “We are proud to launch yet another digital market-first solution that helps our customers minimize their expenses and make their lives easy. Our WeMedi Top Up (Outpatient) Protector plan is a prime example that Blue is dedicated to creating products that are flexible, easy, and affordable, allowing our customers to feel comfortable when it comes to protecting their health. This is something that, in the current climate, is becoming increasingly more important.”

In addition, Blue has unveiled a faster and simplified online application and claim process for the Plan. The online application process takes as fast as five minutes and personal medical reports are not required for submission. With the streamlined claim process, customers can simply provide a copy of medical receipts and relevant claim statements from their insurer to make a claim. They can also receive reimbursement via FPS in as fast as one hour4.

Apply for WeMedi Top Up (Outpatient) Protector now, customers can enjoy a discount on the first-year premium. Customers are also entitled to a Complimentary COVID-19 antibody test5 upon successful application of Standard or Premium level of the Plan.

  • FWD expands instant claims service to cover hospitalization claims of up to HK$50,000

The upgraded instant claims service allows customers holding designated individual medical insurance plans to make instant hospitalization claims of up to HK$50,000 via the FWD Moments app on a wide array of medical treatment expenses such as Surgeon’s Fee, Anaesthetist’s Fees, Operating Theatre Charges, Daily Room & Board, Daily Attending Physician’s Hospital Visit, Specialist Consultation, and Miscellaneous Hospital Charges. All eligible claims applications submitted through FWD Moments are processed instantly by a cutting-edge AI assessment engine, allowing customers of approved claims to receive payments via their selected means instantaneously.

Samuel Cheung, Chief Technology and Operations Officer, FWD Hong Kong & Macau, said, “At FWD we strive to continuously enhance our customer experience through technology and innovation. By simplifying the claims process and making it more transparent, we hope to create a refreshing, positive, and convenient insurance journey for our customers.”

Hospitalization and personal accident claims[1] account for about 95% of FWD’s life insurance business’ claims cases, in which about 60% of hospitalization claims have been within HK$50,000.

Since the instant claims service on FWD Moments was launched last December, overall usage has jumped more than 350%, with more than 90% of these instant claims paid via FPS or in cash at 7-Eleven MTR stores. Customers are also increasingly selecting to receive claims payments via FPS as Hong Kong continues to become more digitally enabled.

1 Personal Accident claims: The instant claims service for personal accident remains applicable to claim amounts within HK$3,000. About 60% of personal accident claims applications received by FWD have been within HK$3,000.

Duterte delivers His 6th and last SONA: “Not once did I waver in doing the unpopular”

On his 6th and last State of the Nation Address (SONA), President Rodrigo Roa Duterte focused on his administration’s accomplishments during his first five years in office, as well as his plans for the country in his last term held earlier today, July 26 at the Batasang Pambansa in Quezon City.

Duterte was accompanied to the rostrum by Senate President Vicente “Tito” Sotto, and Lord Allan Velasco, Speaker of the House of Representatives as he delivered his speech to the nation.

Senate President Vicente “Tito” Sotto, and Lord Allan Velasco, Speaker of the House of Representatives

Duterte gave emphasis to the government’s response to the ongoing coronavirus disease 2019 (COVID-19), social programs, infrastructure projects, the fight against drugs, peace, security initiatives, foreign policy, education, healthcare system, the welfare of OFWs, corruption, the issue on ABS-CBN, among others.

“My purpose was pure and unpolluted,” he remarked. He added: “Not once did I waver in doing the unpopular.”

“The pandemic has taken so much of us as a nation,” he stated. In this regard, he has extended his personal appreciation for the private sector in aid for COVID-19; as well as the goodwill of the international community, and how the pandemic has pushed the LGUs to deliver. “Together, let us rise as a nation,” he ended.

Just like last year, there were restrictions during the conduct of his last SONA because of the global COVID-19 pandemic. A maximum of 200 participants was allowed to grace the annual event.

Members of Congress

The presidential family, members of Congress and their spouses, former presidents, foreign diplomats, government officials, and other dignitaries were invited to grace the annual SONA (some attended via zoom, others were physically present in the venue).

The SONA’s National Anthem was sung by singer Morissette Amon. Duterte made a long speech, but impactful, as he had to ad-lib in some portions.

As a tradition, the Philippine president delivers the SONA every year to report the state of the nation, divulge his administration’s agenda for his last year in office, and take the feasibility to ask Congress to pass his priority measures.

Multi-media Artist Rocky Cajigan is the Third Winner of the 2020 Portfolio Art Award

Multi-media artist Rocky Cajigan is the third recipient of the 2020 Agents of Change portfolio launched by Giorgio Guglielmino and Hugo Bunzl with the artistic collaboration of Angel Velasco Shaw.

The portfolio features 10 local prominent artists who have used their art to highlight the pandemic and the country’s response to it. Each sale of the portfolio adds to the pool of funds that would allow a special jury to award a financial prize to a limited number of artists.

The purpose of the project is to provide financial aid to Filipino artists whose lives have been affected by the health crisis and pursue their creative works in their studios.

With the sale of additional copies, it became possible to award a third artist with a P300,000 prize. Cajigan is the third recipient after Issay Rodriguez and Czar Kristoff.

Cajigan has built a name for himself in both the local and global art scene with his distinctive multi-media installations and assemblages. In every artwork he does, he explores material culture with indigeneity to craft one-on-a-kind pieces reflective of the Philippine indigenous culture.

The artist says that his work largely focuses on identity questions and the transitioning of, and decolonization in, indigenous cultures. Cajigan uses his own personal experience for his art, himself born in the Mountain Province in 1988.

He has made it both his mission and passion to constantly question who the Filipino is.

“We have to take apart what our culture is, and which part is truly ours and which have been imposed on us by others,” he says. “There are experiential difficulties in continuing colonial habits with indigenous communities.”

Since 2011, Cajigan has been part of AX(iS) Art Project, a non-profit artist collective focused on programming events that study access to contemporary art in communities in the Cordillera Region. In his capacity, he has managed several projects with the non-profit, including an art festival in 2011 in Bagiuo City, a collaborative project in 2014 for Markets of Resistance, a cultural research program in the Cordillera Region, and an art book about the region.

Currently, Cajigan is focused on experimenting with material cultures and their processes of creation and what new meanings can become of them when presented in galleries and museums or are in the process of “museumification.”

The 2020 Agents of Change art portfolio awards young local artists who have been selected by a special jury. The idea is to be able to give artists a financial basis to continue their work in this period of generalized difficulties.

It is hoped that with further sales, more prizes can be awarded to deserving artists.

Unique hand-woven face masks help indigenous communities rise above the pandemic

Through unique face masks made from hand-woven fabric scraps, Abra Indigo Manila was able to provide new livelihood opportunities to indigenous communities in far-flung areas despite the pandemic.

Abra Indigo is a social enterprise founded by Ysabelle Sarayba to give consumers access to indigenous products by showcasing and connecting local communities, workers, and socially conscious consumers.

Although Abra Indigo experienced some setbacks at the height of the global health crisis, Ysabelle remained unfazed in her goal to assist other people, especially those who did not have any sources of income.

Abra Indigo Ysabelle Sarayba

Through the help of a pervasive telecommunications network like Globe’s 4G LTE, Ysabelle was able to talk with the Itnegs of Abra and share ideas regularly during the lockdowns. Together, they came out with timely products attuned to the trying times.

The Itneg tribe is known for its beautiful hand-woven and embroidered fabrics.  Since they use weaving to tell their stories, every pattern, design, and symbol has a story and history behind it.

Using indigenous fabric scraps, the Itnegs repurposed and refashioned them into face masks that have become a big hit with consumers. Each mask design is distinct, with various embroideries that reflect the rich culture of the Itnegs and comes with a pocket to insert an additional filter.

The high demand for face masks allowed Ysabelle to help even more people. Fabrics were sourced from another indigenous community in Ilocos and woven by seamstresses in Novaliches.  Despite the challenges, Abra Indigo increased its production and gave economic opportunities to more people.

Ysabelle remains hopeful that Abra Indigo’s “Kwento ng Tagumpay” will carry on for the sake of the communities that it is supporting. “Today, Abra Indigo is continuously growing, so that means more income sa mga indigenous communities, and then soon we hope na mas marami pa kaming indigenous communities na matulungan i-market yung mga products nila,” she said.

Inspiration for Abra Indigo came when Ysabelle, then a graduating student at the University of the Philippines,  joined a school bazaar where she met an Itneg couple.  Ysabelle immediately fell in love with the couple’s indigenous products and asked if she could partner with them.

“I didn’t have any capital to buy their (Itneg) products, so I had to loan P20,000.  It was a rough start since the products were costly at hindi ko sila tinawaran since I wanted to help. I really believed in the products, so I started by posting online and to my surprise, nabenta namin lahat,” she recalled.

Ysabelle’s tech and marketing savvy combined with unique apparel, accessories, and home essentials made from the Itneg woven fabric, saw the business growing rapidly in just a couple of months. Abra Indigo expanded from a one-woman operation to a six-person company.

For Globe, success stories such as Ysabelle’s further fuel its passion to meet, even exceed, the growing demand for first-world connectivity and provide better customer experiences.

“We are ramping up our efforts to give stronger, reliable, and high-speed coverage to more provinces, even in far-flung areas of the Philippines. The 4G LTE migration and the upgrading of broadband subscribers to Globe fiber lines are crucial to our efforts to elevate our customers’ satisfaction and mobile experience, given the increasing demand for data. This also lays the groundwork for 5G, a more advanced and faster technology,” said Ernest L. Cu, Globe President, and CEO.

The company strongly supports the United Nations Sustainable Development Goals, particularly UN SDG No. 9 which highlights the roles of infrastructure and innovation as crucial drivers of economic growth and development. Globe is committed to upholding the 10 United Nations Global Compact principles.

Banking giant BDO and Huawei collaborate to provide Inclusive Financial Services for Filipinos

More than 50 million citizens — over half the population — do not use any form of online banking.

The average person in the Philippines spends more time on the Internet than any other country in the world. Filipinos are online over 11 hours each day, compared to a global average of just six hours. Indeed, with a total population of more than 100 million, 71% of Filipinos are active Internet users, creating the perfect environment to develop the country’s digital economy through Financial Technology (also known as FinTech).

Despite being the most active online, more than 50 million Filipinos — over half the population — do not use any form of online banking. According to an official government report published in 2019, only 8% of Filipino adults have an active online account. This, combined with the 97% of Filipinos who still trade in cash, has created increased risks during the global pandemic when in-person interactions are limited.

In recent years, Huawei has been collaborating closely with the largest bank in the Philippines, Banco De Oro Unibank (BDO), to realize the bank’s strategic ambition: to continue improving business efficiency and customer services through digital transformation, in order to bring inclusive finance to more Filipinos.

In April 2021, BDO rolled out BDO Pay, a mobile wallet and contactless payment solution that provides users with convenient and instant access to digital banking services. On the path toward inclusive digital banking, BDO is actively embracing technological innovation to upgrade its legacy infrastructure, improve its competitive edge, and develop more innovative services across the entire business.

BDO’s digital banking expansion is powered by Huawei’s OceanStor Dorado All-Flash Storage Solution, which implements a reliable, secure, and future-proofed data-sharing platform that is virtual and in the cloud. The Huawei Data Management Engine (DME) and OceanStor Dorado Storage make up the foundation of the solution, intelligently safeguarding the data of the bank’s growing customer assets and transaction history.

Overcoming the limitations of a legacy system

BDO’s refresh of its IT infrastructure was largely driven by the increasing capacity requirements that arose as the business grew. The legacy system was limited in its capacity to fully process and make use of the data resources that could create new value; therefore an upgrade was required. In addition, the bank was experiencing the effects of siloed IT suites, resulting in storage utilization of less than 40% and much lower throughout.

To remove this obstacle, Huawei OceanStor Dorado provides a high Solid-State Drive (SSD) configuration ratio with SmartTier, enabling a 1.3 GB/s bandwidth and significantly improving the performance of the data-sharing platform. Moreover, OceanStor Dorado features HyperReplication and a Storage Area Network (SAN) + Network-Attached Storage (NAS) unified storage system to meet BDO’s file-sharing and backup requirements. This helps achieve an active-passive system to protect all business data, from images and voice notes to scanned documents and more. Huawei OceanStor Dorado also supports flexible service expansion, slashes service rollout times, and accelerates data monetization in storage resource pools. In fact, during a Proof of Concept (PoC) performance test for BDO, the entire backup service time was slashed from two days to just six hours.

In addition to performance requirements, Operations and Maintenance (O&M) was also in need of an upgrade, as the legacy infrastructure lacked an automation orchestration platform. Over-reliance on manual O&M also made system fault diagnosis complex — not to mention inaccurate — resulting in the maintenance department being flooded with complaints. Digitizing O&M improved diagnosis, accuracy, and problem-solving efficiency, as well as bringing down related management costs.

Now, using Huawei’s DME, BDO’s storage utilization has been boosted from 40% to 70%. And the intelligent fault diagnosis capability of the system has seen efficiency soar to 90%. The DME also manages data resource pools, which are created and configured based on service levels to manage hot, warm, and cold data by layer, using algorithms to automatically convert hot data into warm or even cold data. Such nonessential data is then stored on lower-cost media to reduce resource waste and improve service efficiency. Put simply, Huawei DME effectively ensures the full lifecycle management of the storage system, with backup and recovery solutions available to unleash the full value of data.

“During the Proof of Concept test, I was impressed with the high performance and reliability of Huawei’s product. We trust Huawei for its service-centric value, fast response to our demands, and its commitment to continuing to innovate future technologies for the Financial Services Industry. This is why we hope to build long-term cooperation with Huawei,” said Dennis Tangonan, Infrastructure Operation Head, BDO.

BDO’s recent IT infrastructure upgrade and refresh of the Virtual Private Cloud (VPC) is another step in the bank’s digital transformation journey. Meeting the constantly changing demands for capacity and services is at the heart of BDO’s business operations as industries enter the intelligent era. BDO will continue to innovate its storage system in order to provide the best products and services for its customers. Alongside BDO, Huawei will continue to support the bank on its digital transformation journey by providing leading-edge services and technology so BDO can maintain its position as the largest bank in the Philippines.

Huawei, JMC ink ICT deal for 5th industrial revolution

DAVAO CITY – To keep up with the latest innovations that technology can offer to today’s education, Jose Maria College (JMC) partners with telecommunications giant, Huawei, last July 6, 2021 in an agreement to pursue the fifth industrial revolution of educational technology.

Through this partnership, students will soon be able to access the most modern educational tools such as state-of-the-art Learning Management Systems (LMS), Virtual Laboratories, Virtual Reality, Smart Campus, etc.

According to Ken Sentorias, the JMC Information and Communications Technology Office (ICTO) Director, the opportunities are limitless because both JMC and Huawei are on the same page of commitment and that is to deliver the latest educational technology.

It can be noted that the Philippines is among the countries that are still in the third industrial revolution of educational technology. Students from developed countries such as Japan, China, and the United States are currently the only ones experiencing the fifth industrial revolution.

However, JMC believes that this partnership will bring the institution a step closer to realizing its goal of delivery quality education through the use of technology. “We are planning the best for the students. And next year, we are going to announce something really great,” Sentorias quoted.
